Short-term sickness can be released without expertise

The INSS study releases the sickness without the recipient having to undergo the assessment of medical expertise at the Institute's agency. A new proposal provides automatic grant, only a medical certificate, in short expulsion cases (up to 30 or 45 days. The expiry date will be set).

The new system would serve only to common sickness applications, motivated by illness or accident unrelated to work. Those motivated by accident at work or occupational diseases, which generate the Accident sick pay, will continue to require expertise. The implementation is scheduled for April 2014, by the Welfare schedule.

According to the INSS, the automatic grant is justified by the increasing volume of requests for disability benefits, which now account for half the applications. Only in July, the Security released 415,000 benefits in all, 213,000 of whom was sick pay. The agency also says that 41% of the benefits of sickness usually last up to 60 days.
Today, workers who need to be away for more than 15 days per accident or illness can only assistance through the expertise at the agency. The average wait to be served is 20 days, but in states like Alagoas and Maranhão time can bend. As the INSS has 45 days to grant the benefit, the insured can expect more than two months to receive.

The new design provides the insured with a certificate of "short" continue scheduling expertise, and an administrative server will release the aid. As the system is still under construction, it is possible that other forms are defined. The INSS said it is still studying the possibility of granting without the insured go to the social security office, but it depends on communication between the doctor and the Social Security system.

One of the concerns with the change comes from the possible increase in fraud. "Without expertise, fraud may increase," says the coordinator of the union of workers in health and pension Pernambuco, Jose Bonifacio.

Similar assessment is the director of the National Union of Medical Experts Social Security, Francisco Eduardo Cardoso Alves. "Only doctors are able to confirm the disability." The INSS says that "the process will be continuously assessed and monitored internally, as already occurs."
